Step 1: Combine crushed cookies with 1/2 cup of melted butter in a large bowl; mix well. Pat into a 13 x 9-inch pan then freeze until hard, about 1 hour.
Step 2: Spread the softened ice cream evenly on top of crumb crust. Sprinkle with 1 cup peanuts and freeze for 1 hour.
Step 3: For topping; in a saucepan over medium heat, combine evaporated milk, chocolate chips, sugar and 1/3 cup butter bring to a gentle boil stirring until thick and smooth. When mixture has thickened remove from heat; cool completely. Spread chocolate mixture over ice cream. Top with remaining 1 1/2 cups peanuts; place in freezer.
Step 4: Cut into squares before serving. Store any leftovers covered tightly with foil in freezer.
