Step 1: In a small bowl, mix warm water and tamarind pulp.
Step 2: Mash tamarind with a small spoon to extract as much tamarind juice as possible. Set aside.
Step 3: In a small soup pot, heat oil and saute minced garlic until brown.
Step 4: Stir in pineapple and sugar.
Step 5: Add 4 cups water and bring to a boil.
Step 6: Add tamarind mixture, shrimp or chicken, tomato, and fish sauce or salt. Skim off foam and simmer for 5 minutes.
Step 7: Garnish with scallions, cilantro, and sliced red chile pepper.
