Step 1: Preheat oven to 400*
Step 2: Mix first 4 ingredients together, then cut in the butter to fine pieces - almost crumbly and finer than you would for a pie crust.
Step 3: Mix in oats and then enough water so that it holds together lightly
Step 4: Roll out in batches between 2 sheets of wax or parchment paper until it's about 1/8 inch thick. Cut into 2 inch squares, circles, or rectangles and transfer to a baking sheet lined with parchment paper.
Step 5: Bake at 400*F for 15 minutes, then remove from pan and cool on wire racks.
