Step 1: Heat oil in a large skillet, over medium heat.
Step 2: Stir in flour, and cook and stir until light brown.
Step 3: Season to taste with salt and pepper.
Step 4: Pour in diced tomatoes and 1 cup water/chicken broth, and stir well. Reduce heat.
Step 5: Pour in tomato sauce, and stir. Add in sugar, if using, and stir.
Step 6: Cover, and simmer 15 minutes, or until thick.
Step 7: Serve over hot biscuits or use any other way you want to.
