Step 3: Add the steak and cook, stirring once, until browned, about 4 minutes.
Step 4: Transfer to a clean plate.
Step 5: Add the remaining 1 tablespoon oil and broccoli; cook, stirring occasionally, until slightly tender, about 2 minutes.
Step 6: Stir in scallions, ginger, and garlic; cook until fragrant, for about 30 seconds.
Step 7: Whisk the soy sauce mixture and add it, along with the beef, back to the pan; cook until sauce thickens, about 1 minute.
Step 8: Serve over rice and garnish with crushed red pepper, if desired.
