Step 1: In a skillet over medium high heat heat 2 tablespoons oil and then add the onions and 1/2 teaspoon salt and cook stirring until browned (5 minutes). Stir in garlic and cook and the 30 seconds.
Step 2: Stir in the ground beef and cook stirring another 5-10 minutes or until no pink remains.
Step 3: Stir in the next 5 ingredients (raisins - salt) and cook stirring another 30 seconds. Stir in 3/4 cup water and bring to a simmer; reduce to medium and cook another 5-10 minutes or until most of the water has been evaporated.
Step 4: Stir in olives and cook stirring another minute. Remove from heat.
Step 5: Stir in the next 3 ingredients (tomatoes - cilantro).
Step 6: Season with salt and pepper and serve.
