Step 1: FOR RIBS
Step 2: Rinse ribs with cold water. Pat dry with paper towels.
Step 3: Cut between the bones, and arrange in a 9x13" baking dish.
Step 4: FOR RUB
Step 5: In a small bowl, stir together brown sugar, paprika, salt, onion powder, and cayenne.
Step 6: Coat each rib with the rub and when done, cover pan with aluminum foil.
Step 7: Chill at least 2 hours to overnight.
Step 8: Remove ribs from refrigerator, and preheat the oven to 350 degrees F.
Step 9: When hot, transfer ribs, covered with foil, to oven and bake 30 minutes.
Step 10: Meanwhile, Make the Glaze:
Step 11: Put oil in a small saucepan, over med-high heat.
Step 12: Add garlic and onion, and cook until translucent, about 5 minutes.
Step 13: Add remaining ingredients. Whisk together, and simmer over medium heat, stirring occasionally, about 10 minutes.
Step 14: Remove ribs from oven, and turn each one.
Step 15: Cover, and return to oven. Bake 30 minutes more.
Step 16: Remove, and baste with a third of the glaze, turning with tongs to coat.
Step 17: Return to oven uncovered, reduce heat to 325 degrees F, and bake until tender, 30 to 45 minutes more.
Step 18: Remove from the oven, and coat with another third of the glaze.
Step 19: Serve with remaining glaze on the side.
