Step 1: Cook tortellini according to package directions. Meanwhile, in a large skillet, melt butter. Add garlic and saute for a couple of minutes. Add flour and stir for 2 minutes, being careful not to brown the flour. Add half and half or cream and stir until smooth. Stir in cheeses, onion powder, garlic powder (if using), Italian seasoning, and pinch of nutmeg.
Step 2: Bring to a boil; cook and stir for 2 minutes or until thickened. Reduce heat. Taste for seasoning and correct if necessary.
Step 3: Drain tortellini; add to the cheese sauce. Stir in the prosciutto, peas, pepper, and lemon rind. Cook for 5 minutes or until heated through.
