Step 1: Season the ribs with seasoned salt and black pepper, then place on a rack in a large shallow roasting pan; bake uncovered in a preheated 350 degree F oven for 1-1/2 hours.
Step 2: Meanwhile in a small saucepan heat oil; add in garlic stir for 2 minutes; add the cayenne, white sugar, brown sugar, cornstarch, ketchup, vinegar and water until smooth; bring to a boil, cook stirring for 1-2 minutes or until thickened.
Step 3: Remove ribs and the rack from pan; drain the fat.
Step 4: Return ribs to roasting pan; baste ribs with about 1-1/2 cups sauce; bake 30 minutes longer. Cut ribs into serving-size pieces; brush with remaining sauce
