Step 1: Prepare your grill to medium-high heat. Sprinkle chicken with 1/4 teaspoon salt and grill for 5 minutes on each side, turning a quarter after 2 1/2 minutes for grill marks. (If cooking in the skillet, coat the pan with cooking spray. Cook chicken 6 minutes on one side until brown, then flip and cook another 4 minutes until done).
Step 2: Combine the remaining 1/4 teasopon salt, shallots, and garlic in a mortar and pestle; smash mixture to make a paste. (Alternately you can use a mini food processor).
Step 3: Combine the garlic mixture, cilantro, and the remaining ingredients. Spread 1 1/2 teaspoons cilantro mixture over each chicken thigh.
