Step 1: Preheat oven to 350°F.
Step 2: In a bowl, stir together the 2 cups flour and the 1/2 cup powdered sugar.
Step 3: Cut in butter begins to cling together.
Step 4: Press into the bottom of a 13x9x2-inch baking pan.
Step 5: Bake about 20-25 minutes or until lightly browned.
Step 6: In a mixing bowl, beat eggs, granulated sugar and lemon juice until well mixed.
Step 7: In another bowl combine 1/4 cup flour baking powder
Step 8: Stir dry ingredients into lemon and egg mixture anlong with the lemon peel.
Step 9: Pour over baked crust.
Step 10: Bake 25 minutes more
Step 11: Cool in pan on a wire rack.
Step 12: Sift powdered sugar over top.
Step 13: Cut into bars or diamonds.
Step 14: Store, covered, in refrigerator.
