Step 1: In a small pot, over medium-high heat, sauté the onions and garlic in the olive oil.
Step 2: Stir until they soften, then add the rice.
Step 3: Stir to coat it well with the oil.
Step 4: Add broth, bay leaf and season with salt.
Step 5: Bring to a simmer, stir and then cover with a tight fitting lid.
Step 6: Turn the heat to low.
Step 7: Let simmer until all the water has been absorbed, about 15 minutes.
Step 8: Fluff rice with fork and stir in cilantro.
