Step 1: If your meat is previously frozen then thawed, gently hand-squeeze or paper towel dry as much excess moisture from the chicken cubes as possible.
Step 2: In a large bowl combine the flour with cornstarch, baking powder, baking soda, garlic powder, seasoned salt, sugar and cayenne pepper if using.
Step 3: Add in water and sesame oil; and whisk vigorously until smooth.
Step 4: Add in the cubed chicken, using a spoon mix very well (some cubes may not look coated, if you mixed it very well, not to worry it is, it`s just got a thinner amount of batter on it).
Step 5: Heat oil in a deep-fat fryer to 375 degrees F or heat about 4-inches of oil in a heavy skillet.
Step 6: Remove the coated chicken pieces with long tongs (I use my fingers) then carefully drop the coated cubes into hot oil frying about 6-7 pieces at a time (do not over crowd or you will have a hard time turning them). Fry until golden brown, about 3 minutes turning frequently for even cooking (if your cubes are larger cooking will need to be increased slightly).
Step 7: Using a large spoon with holes, transfer to paper towel-lined bowl or plate.
Step 8: Serve immediately with sweet and sour sauce (toss in the sauce or serve on the side).
