Step 2: Create several layers of these ingredients until the remaining amount is used. Set aside.
Step 3: In a large liquid measuring cup, combine the vinegar, oil, and lemon zest and juice.
Step 4: Pour this marinade over the shrimp mixture.
Step 5: Cover tightly with plastic wrap and refrigerate, stirring occasionally, until the shrimp is pink and opaque, at least 6 to 8 hours.
Step 6: Taste and adjust for seasoning with salt and pepper before serving.
