Step 1: Preheat oven to 350 degrees F. Coat a 9- x 13-inch baking dish with cooking spray.
Step 2: Prepare pasta according to package directions. Drain, rinse, and drain again; set aside in a large bowl.
Step 3: In a large skillet over medium heat, cook the ground beef with onion until meat is thoroughly cooked. Mix in butter until melted and combined, then mix in garlic powder, salt and pepper, stir cooking another couple of minutes. Mix in pasta sauce, salsa.
Step 4: Mix in the ricotta cheese, and 1 cup shredded cheese; stir until well combined. Season with more salt and pepper if needed. Spoon into the cooked pasta, then mix until well combined. Spoon mixture into prepared baking dish.
Step 5: Bake 25 minutes. Remove from oven and sprinkle with remaining cheese. Return to oven and bake 10 more minutes, or until cheese is melted. Sprinkle with cilantro just before serving.
