Step 1: Preheat oven to 325 degrees.
Step 2: Grease a 13x9 inch baking pan and dust with cocoa.
Step 3: In a large saucepan, heat butter, sugar and water until butter is melted and sugar is dissolved: stirring constantly.
Step 4: Remove from heat, using a wooden spoon, stir in 2 cups of chocolate chips until melted; stir in vanilla. Cool slightly.
Step 5: In a small mixing bowl, whisk the eggs together.
Step 6: Whisk or stir the eggs into the chocolate mixture until completely mixed; Set aside for a bit to cool to room temperature.
Step 7: In a small bowl mix together 1-1/4 cups flour, baking soda, baking powder, and salt.
Step 8: In another small bowl add a ¼ cup flour 1 cup chocolate chips and nuts. Toss the chips and nuts together to coat. (this prevents the chips and nuts from all sinking to the bottom of the batter).
Step 9: With a wooden spoon, add the first bowl of flour to the cooled chocolate mixture and mix well.
Step 10: Stir in the second bowl of flour with the chips and nuts; mixing until well combined.
Step 11: Spread into the prepared pan. Bake 30-35 minutes. Do not over bake.
Step 12: Cool, and cut into squares. You can ice the brownies with a butter cream frosting or eat them just as they are. These freeze very well.
