Step 1: Cook manicotti according to package directions; drain well and rinse with cold water and drain again; set aside.
Step 2: Melt butter in a medium pot over medium heat.
Step 3: Add garlic and cook for 1 minute.
Step 4: Whisk together flour and milk until smooth; add to garlic.
Step 5: Continue to cook, stirring often, until sauce is bubbly and has thickened, about 7 minutes.
Step 6: Stir in tomatoes, 1/2 cup of the Swiss cheese, dill, crushed red pepper flakes, salt & pepper.
Step 7: When cheese has melted, remove from heat.
Step 8: To prepare filling, combine crabmeat, cottage cheese, spinach, remaining Swiss cheese, Parmesan and egg in a large bowl; mix well.
Step 9: Spray a 9x13 inch baking pan with cooking spray.
Step 10: Using a teaspoon, carefully spoon filling into each manicotti shell, being careful not to tear them.
Step 11: Place manicotti in baking pan in a single layer.
Step 12: Pour sauce evenly over top.
Step 13: Cover with foil and bake at 350F for 30 minutes.
Step 14: Remove from oven, uncover and let cook for 5 minutes before serving.
