Step 1: Wash potatoes and put in a saucepan with enough water to cover by 1-inch; add one teaspoon salt and bring to a boil to simmer till tender when pierced by a fork; drain and cool.
Step 2: Oil the bottom of a baking pan and put potatoes in the bottom; pierce each potato with the tines of a fork, twist a bit, and gently squeeze the sides of each potato to pop it open slightly (as you would a baked potato).
Step 3: Season generously with salt and pepper; drizzle a little olive oil over each potato.
Step 4: Roast the potatoes at 400 degrees for about 15 minutes and then sprinkle cheese over them and continue roasting for another 10-15 minutes till golden and crisp.
Step 5: Sprinkle with chives and serve immediately.
