Step 1: Bring the water to a boil in a large saucepan. Add the quinoa. Reduce heat; simmer, covered, 12-15 minutes or until liquid is absorbed.
Step 2: Remove from heat and fluff with a fork. Transfer to a large bowl, and let it cool completely.
Step 3: Stir spinach, tomatoes, cucumber, mango, peppers and green onions into quinoa.
Step 4: In a small bowl, whisk the dressing ingredients until well blended. Drizzle over quinoa mixture and toss to coat.
Step 5: Refrigerate until serving.
