Step 1: Mix the two topping ingredients together in a small bowl.
Step 2: Combine cream cheese and melted margarine or butter, mixing until well blended. Blend in eggs, milk, sugar and salt. Add in cooked noodles and raisins. Mix well. Pour mixture into a buttered 12x8-inch baking dish.
Step 3: Sprinkle with cinnamon/sugar mix.
Step 4: Bake at 375 F for 25-30 minutes or until set.
