Step 1: Preheat oven to 400°F.
Step 2: Boil cabbage 7 minutes; drain and place in a 2 1/2 quart casserole that has been sprayed with non-stick cooking spray. Stir in caraway seeds.
Step 3: Saute onions and peppers in oil. Stir into cabbage.
Step 4: Fry bacon; remove and drain all but 2 tablespoons drippings. Stir in flour, salt, pepper and paprika; add milk slowly and cook until thickened, whisking constantly. Add cheese and whisk until melted and smooth. Pour sauce over cabbage, top with bread crumbs that have been mixed with melted butter and sprinkle with bacon. Bake 15-20 minutes.
