Step 1: Drain clams, reserving liquid. Set aside clams and liquid.
Step 2: Melt butter. Add onion and saute until softened but not brown.
Step 3: Add potatoes, water, wine, salt, pepper, paprika, and drained clam liquid.
Step 4: Cover and simmer until potatoes are tender, 10-15 minutes.
Step 5: Add clams and half-and-half, and cook until just heated through.
