Step 1: In a saucepan combine the 5 ingredients (-cinnamon stick); scrape in the seeds from the vanilla bean and then add the pod. Bring mixture to a simmer and then remove from heat; cover; and let steep 15 minutes.
Step 2: Remove chile, cinnamon stick and vanilla pod. Stir in chocolate and heat over medium high heat, whisking constantly until the chocolate melts and mixture is smooth (5 minutes). Remove from heat and add liqueur.
