Step 1: Preheat oven to 350 degrees.
Step 2: Butter a 2-3 quart casserole dish.
Step 3: Steam cauliflower florets until tender (do not allow to get really soft and mushy).
Step 4: While cauliflower steams, cream together 6 oz of the shredded cheddar, 6 oz of the Monterey Jack, softened cream cheese and whipping cream and garlic powder.
Step 5: Stir in sliced green onions, chopped bacon, and garlic powder. Set aside.
Step 6: Drain steamed cauliflower VERY WELL. Add to cheese mixture then stir together.
Step 7: Taste for seasoning, and add as necessary.
Step 8: Pour into a casserole dish and sprinkle on remaining cheddar and Monterey Jack cheese.
Step 9: Cover dish with foil and bake for 25 minutes; remove foil and continue to bake until cheese is brown and bubbly.
