Step 1: Sprinkle lemon juice, black pepper and 1 teaspoon salt on both sides of fish.
Step 2: Let stand at room temperature 15 minutes.
Step 3: Heat 3 tablespoons oil in a heavy skillet over medium heat.
Step 4: Add onions and cook, stirring, until golden brown and soft, 7-8 minutes.
Step 5: Stir in red pepper, turmeric, ground coriander and remaining salt.
Step 6: Cook for 30 seconds.
Step 7: Stir in tomatoes and 2 tablespoons cilantro.
Step 8: Remove and set aside.
Step 9: Add remaining oil to skillet, tipping pan to coat evenly.
Step 10: Add fish and top each piece with tomato mixture.
Step 11: Sprinkle with garam masala.
Step 12: Cover tightly, reduce heat to low, and cook until halibut is cooked through, 8-10 minutes.
Step 13: Sprinkle remaining cilantro on top.
