Step 1: Place lentils and water in a large pot.
Step 2: Bring to a boil and boil for 5 minutes.
Step 3: Remove from heat and set aside to soak for 1 hour.
Step 4: Return pot to heat.
Step 5: Add oil, onion, garlic and fennel.
Step 6: Simmer gently for 35 minutes, or until lentils are tender.
Step 7: Season with salt if desired.
