Step 2: Reduce heat; simmer 13 minutes or just until tender; drain.
Step 3: Rinse under cold water; drain well.
Step 4: Place in a bowl; cover and chill 30 minutes.
Step 5: Add celery and next 3 ingredients; toss well.
Step 6: Combine vinegar and next 6 ingredients in a small bowl; stir well with a whisk.
Step 7: Pour over potato salad; toss gently.
Step 8: Cover and chill at least 1 hour.
Step 9: Toss gently before serving.
