Step 1: Preheat oven to 425 degrees.
Step 2: Combine milk with egg. Mix in the All-Bran, and allow to soak for 10 minutes.
Step 3: Sift dry ingredients together.
Step 4: Cream shortening with sugar; Add to All Bran mixture, mixing until combined. Add in the dry ingredients, then fold in grated apple.
Step 5: Spoon into cupcake pan that has been sprayed with Pam. Top with the topping mixture.
Step 6: Bake 20 minutes.
