Step 1: Clean squid.
Step 2: Chop tomatoes.
Step 3: Crush garlic.
Step 4: Slice onion.
Step 5: Combine water, vinegar, pepper, sugar, salt, bay leaf and half of the garlic.
Step 6: Marinate squid in this mixture for 1 hour.
Step 7: Drain squid, keeping the marinade.
Step 8: In pan, saute onion, remaining garlic and tomato in the oil.
Step 9: Add drained squid. Saute until juice evaporates, about 10 minutes.
Step 10: Strain marinade. Add to squid mixture. Simmer 15 minutes.
