Step 1: Melt butter in a Dutch oven over medium heat.
Step 2: Add onion and celery; saute 3 minutes.
Step 3: Add garlic, and bay leaf; saute 2 minutes.
Step 4: Add milk and next 5 ingredients; bring to a boil.
Step 5: Reduce heat, and simmer 10 minutes.
Step 6: Discard bay leaf.
Step 7: Ladle soup into bowls; top with green onions.
