Step 1: Preheat oven to 350º F.
Step 2: Combine first 7 ingredients into a buttered 1 1/2- quart baking dish or 9x9" baking dish.
Step 3: Cut butter into slices and place on top of rice mixture.
Step 4: Place on lid, or cover tightly with foil, and bake for 1 hour.
Step 5: Remove from oven and stir.
Step 6: Spoon into serving bowl, and garnish with parsley or green onion if desired.
