Step 1: In a large skillet over medium heat, cook bacon until some of its fat is rendered.
Step 2: Add elk and brown with the bacon.
Step 3: Add 1 quart of water, onion, bay leaves,oregano,pepper and salt. Cover and simmer for 1 1/2 hours.
Step 4: Add potatoes, carrot and turnip and cook 30 minutes longer.
Step 5: Combine remaining water with hazelnut meal and stir into the simmering stew.
Step 6: In a bowl, combine dumpling ingredients and beat until smooth.
Step 7: Drop by tablespoonfuls into the simmering stew.
Step 8: Cover tightly and steam 12 to 15 minutes.
