Step 1: Preheat oven to 375F. Melt butter in a large skillet over medium heat; add onion, celery and red bell pepper and saute until soft, about 5 minutes.
Step 2: Meanwhile, in a small bowl whisk together egg yolks, red pepper flakes, and salt.
Step 3: When vegetables are tender, add flour to pan and mix well.
Step 4: Immediately slowly add evaporated milk, stirring constantly, to thin flour mixture; then add regular milk in the same way.
Step 5: Add egg yolk mixture and cook, stirring frequently, for 10 minutes.
Step 6: Remove pan from heat; stir in crab, shrimp and 8 ounces of cheese and mix well.
Step 7: Pour into a greased 3-quart casserole dish and top with remaining cheese.
Step 8: Bake, uncovered, for 15 minutes, or until cheese melts.
