Step 1: Bring water to a boil in a medium saucepan, add rice. Cover, reduce heat and simmer 15 minutes or until liquid is absorbed. Remove from heat, let stand for five minutes. Fluff with a fork, cool.
Step 2: Combine lemon juice, oil, onions, zest and capers in a large bowl; stir well. Stir in rice, bell peppers, olives and tuna. Cover and chill.
