Step 1: Preheat oven to 350F.
Step 2: In a medium saucepan, melt 2 tablespoons butter over low heat. Add the flour and stir until well blended. Cook one minute. Slowly add milk and cook, stirring constantly, until boiling.
Step 3: Let sauce cool; add chopped turkey, egg yolk, salt, celery salt and pepper. Mix well.
Step 4: Form into twelve small cones.
Step 5: Mix bread crumbs with ground sage.
Step 6: Beat egg in water.
Step 7: Roll cones in crumbs. Dip each cone in egg and roll again in crumbs.
Step 8: Place on greased baking pan and drizzle with melted butter.
Step 9: Bake for 40 minutes.
