Step 1: Preheat oven to 375F (190C and gas mark 5).
Step 2: Bring the water to a boil in a small saucepan. Stir in raisins and continue boiling, stirring as needed, until the water is absorbed by the raisins. Set aside; cool.
Step 3: In a large mixing bowl cream butter and 1 1/2 cups sugar. Beat in eggs and vanilla.
Step 4: Combine flour, baking soda and salt with the butter mixture. Stir in raisins.
Step 5: In a small bowl combine 1/2 cup sugar and cinnamon.
Step 6: Shape dough into 1-inch balls. Roll balls in the sugar/cinnamon mixture. Place on ungreased cookie sheet.
Step 7: Bake cookies 8 minutes; remove from oven and cool on cookie sheet until they have firmed. !Important! Bake cookies only eight minutes for a soft cookie because they firm up as they cool.
