Step 1: In a saucepan over medium heat heat the oil and then add the onion and garlic; saute until onion is softened and translucent (about 10 minutes). Stir in rice, and cook stirring a few minutes. Stir in broth and salt and bring to a boil; reduce heat to low; cover and cook until rice is tender (15 minutes). Remove from heat and let stand covered for 5 minutes.
Step 2: Transfer to a serving dish, cool to lukewarm, stirring occasionally - this will take about 1 1/2 hours. Add 1/2 cup cilantro dressing to rice and toss to coat.
