Step 1: Preheat oven to 400 degrees F.
Step 2: Grease baking sheet or spray with cooking spray.
Step 3: In a large bowl sift together the dry ingredients (flour - cinnamon) and cut in butter using two knives or a pastry blender until mixture resembles coarse meal. Stir in egg and milk and mix to form a thick dough.
Step 4: Roll dough into 1 inch balls.
Step 5: Transfer to baking sheet about 2 inches apart.
Step 6: Cover bottom of drinking glass with a moistened towel and flatten cookies to a mixture of 1/8 inch.
Step 7: In a cup combine sugar and remaining cinnamon; stir to blend. Sprinkle sugar mixture over the cookies.
Step 8: Bake for 8-10 minutes or until lightly browned around the edges.
Step 9: Cool cookies on a wire rack before serving.
