Step 1: Start by browning the beef in the pan, chopping up so the meat takes on a "sloppy joe" appearance.
Step 2: Drain ground meat.
Step 3: Pepper meat LIBERALLY ! This is supposed to be redolent in the taste of ground black pepper.
Step 4: Whisk together water, salt and flour.
Step 5: Add to skillet, and allow to come to a boil.
Step 6: Lower heat and simmer until mixture has thickened.
Step 7: Serve on buns with mayo, your favorite coleslaw and a slice of tomato.
