Step 1: Cook the ground beef over medium heat until brown, then drain off the excess fat from the pan.
Step 2: Add garlic powder, taco seasoning, salt & pepper & water, then let mixture simmer over medium heat for about 10 minutes. Stir often.
Step 3: Heat oil or shortening in a frying pan over medium-high heat. If oil begins to smoke, it is too hot. When oil is hot, fry each tortilla for about 30-45 seconds per side and set aside on paper towels. When frying each tortilla, be sure to pop any bubbles that form so that tortilla lays flat in oil. Tortillas should become golden brown.
Step 4: Heat up refried beans in a small pan over the stove or in the microwave.
Step 5: Mix the two shredded cheeses together in a bowl.
Step 6: On 4 tortillas, spread a fourth of refried beans, then a fourth of cooked beef mixture meat, then drizzle with some picante sauce; set aside.
Step 7: On the other 4 tortillas, sprinkle the shredded cheese mix, then chopped tomatoes, then onions over top; stack the cheese/onion tortillas over each beef tortilla.
Step 8: Place pizzas on a pan. Place under broiler and broil just until cheese has melted and the tortilla pizzas are hot.
