Step 1: In a saucepan over medium-high heat warm the olive oil until it is hot but not boiling. Drop in a pepper flake, if the flake skips on top of the oil and doesn't sink add the rest of the pepper flakes and remove the pan from heat. Let the pepper flakes steep for 30 minutes; strain and let cool.
Step 2: Whisk th4e hot pepper oil and the lemon juice together in a mixing bowl; whisk in garlic if using and season with the salt. Add pepper if desired.
