Step 1: Mix together the ground beef, eggs,1 teaspoon cornstarch, onion, salt, pepper, garlic powder and allspice and form not 1" balls.
Step 2: Bring the oil to medium high heat in a large skillet and add the meatballs; brown on all sides.
Step 3: Meanwhile whisk together the remaining cornstarch, pineapple juice, soy sauce, vinegar, water and brown sugar in a large saucepan; bring to a boil stirring constantly.
Step 4: Add the cooked meatballs, crushed pineapple and diced green peppers; reduce heat and cook for 5 minutes.
Step 5: Serve with cooked rice.
