Step 1: In a large heavy-bottomed saucepan cook the rice according to package directions (use a large enough saucepan to hold all the remaining ingredients).
Step 2: Add in sugar, salt, milk, half and half cream, evaporated milk and vanilla; mix well and bring to a light simmer.
Step 3: Reduce heat to low and continue to cook for 20 minutes.
Step 4: In a small bowl combine the cornstarch with 3 tablespoons cold water until smooth; add to the rice mixture and simmer for another 20 minutes longer.
Step 5: Best when eaten while still warm.
