Step 1: Preheat oven to 350 degrees.
Step 2: In a medium sauce pan, melt butter. Add milk and 2 tablespoons taco seasoning. Remove from heat and add potato flakes until incorporated. Press mixture into the bottom of a greased 10-inch round pan or an oven-proof 10-inch skillet.
Step 3: Bake for 7-10 minutes until it just BARELY turns golden brown.
Step 4: In a medium skillet, cook beef with chopped onions and garlic, until beef is browned and cooked through. Drain. Mix in the salsa and remaining taco seasoning. Add salt and pepper to your taste. Cook until bubbly (around 5 minutes).
Step 5: Pour beef mixture into crust. Bake for 15-20 minutes, or until crust is golden brown.
Step 6: Let cool for 5 minutes. Top with cheese, lettuce, and tomatoes. Cut and serve with sour cream.
