Step 1: Preheat oven to 350 degrees F.
Step 2: Grease and flour 9 x 13 inch baking dish.
Step 3: In a mixing bowl combine half of the brownie's cake ingredients (1/2 cup cocoa, 2/3 cup sugar, 1/2 cup flour and 2 eggs), mix well. DO NOT MAKE THE SECOND HALF AHEAD OF TIME OR IT WILL BE DIFFICULT TO SPREAD!
Step 4: Stir in 1/2 cup of the melted butter.
Step 5: Spread mixture over the bottom of the prepared pan. Bake for 15 minutes. Remove from oven and place on a rack to cool until top is firm (15 minutes).
Step 6: Meanwhile in a small microwave safe bowl place the caramel, caramel topping (or the extra caramel pieces) and cream; cover and microwave for 15 seconds; stir and repeat until mixture is smooth and well mixed -- will take about 60-90 seconds total.
Step 7: Pour the melted caramel mixture over the cooled brownie layer. Top with chocolate chips and the chopped pecans.
Step 8: In a mixing bowl combine the rest of the cocoa, sugar, flour, and eggs; mix well and then add the remaining melted butter. Pour mixture over the chocolate chip layer and then distribute the pecan halves evenly over the top of the brownie layer.
Step 9: Bake for 25-35 minutes. Cool and cut into serving size pieces.
