Step 1: Place all sauce ingredients in a small saucepan. Simmer over medium-low heat for 20-25 minutes, stirring frequently until the mixture thickens slightly.
Step 2: Butterfly all the fresh shrimp.
Step 3: Mix eggs and water. Set aside.
Step 4: Place 1/3 cup of corn starch in a bowl for dusting shrimp.
Step 5: In a separate bowl, combine remaining 1/3 cup cornstarch, coconut, sugar, salt and flour. Blend well.
Step 6: Heat oil for deep frying.
Step 7: Roll shrimp in cornstarch, dip in egg wash, then roll in coconut mixture.
Step 8: Place shrimp in hot oil and deep fry until done (shrimp will float to the top when cooked).
