Step 1: Place cabbage in large bowl; sprinkle with salt; toss. Let stand 1 hour.
Step 2: Meanwhile combine sugar, vinegar, water, celery seed, and mustard seeds, in a pan and bring to a boil for 1 minute. Cool.
Step 3: Squeeze liquid out of cabbage.
Step 4: Add green pepper, celery, onion and carrot; toss.
Step 5: Pour dressing over cabbage mixture.
Step 6: Put into freezer containers; freeze.
Step 7: Pull out and thaw in refrigerator.
Step 8: Makes about 2 quarts.
