Step 1: In a small saucepan, place butter, cream or half and half, and cream cheese. On medium heat, melt all ingredients, whisking frequently, till thoroughly blended. Whisk in parmesan cheese, garlic powder, salt and pepper. Reduce heat to medium-low and continue cooking for 5-10 minutes, whisking frequently, till thickened to desired consistency (about like slightly thick gravy). Pour over favorite cooked pasta.
