Step 1: Cook the onions in boiling salted water until tender; drain.
Step 2: Melt the butter over medium heat and stir in the flour.
Step 3: Add the milk and continue to cook, stirring constantly, until the sauce is smooth and slightly thickened.
Step 4: Put the onions in a greased 1-quart casserole and pour the sauce over them.
Step 5: Stir in the whole peanuts.
Step 6: Top with the crumbs and chopped peanuts.
Step 7: Bake at 400° approximately 15 minutes until bubbly and lightly browned.
