Step 1: Preheat oven to 350 degrees and grease a 9 x 9 x 3 casserole dish.
Step 2: In skillet, saute veggies in oil and butter, just for a couple of minutes. Pour into bowl and set aside.
Step 3: In same pan, add oil and butter. Don't skip oil and butter, because they are needed for making sauce with flour to be added later.
Step 4: Saute turkey and onion until just done, stir in flour and cook a few minutes longer, so flour browns slightly.
Step 5: Add milk slowly, stirring as you go, then add cream, spices and bouillon. Bring to a low boil to thicken, pour into casserole dish, followed by veggies.
Step 6: Cook pasta per package directions in salted water. Drain well and pour over veggies.
Step 7: Re-using pasta pan, pour in milk, cream and cream cheese. Add spices and cook over medium heat until cream cheese is melted. Add chopped green onions and pour over pasta.
Step 8: Sprinkle cheese over pasta and bake 30 minutes or until done. If making ahead, pull out of fridge a couple hours before baking and add 10-15 minutes to baking time.
